Is there a difference between the kit and the assembled control panel?

With the panel you get everything mounted and wired inside a NEMA1 enclosue. The panel uses a start/stop push button station, as the kit uses a on/off station. With the push button station, if in the event that your converter & equipment were turned on and your single power turned off and can back on, you would have to restartup the converter.
