Is there a difference between old World of Darkness (oWoD) and new World of Darkness (nWoD)?

Yes. To make a long story short, the old system got to the point where balancing was near impossible. White Wolf scrapped it and went back to the drawing board, and came out with WoD 2.0, which provided a level base for all classes, so that balancing would be much easier as future editions were released.
