There is an indirect correlation, yes. The direct correlation is between inner city residents and a high poverty rate. A higher crime rate follows that high poverty rate. And since a disproportionate number of blacks and Hispanics live in the inner city and/or are poor, they engage more often in street crime. This is not the same as saying, “He’s more likely to steal from me because he’s black.” That’s jumping to a conclusion, over-simplifying, and racist.
