Spectrum Drilling is an envi¬ronmental/geotechnical services drilling company started by Jim Kleinfelder. Spectrum Drilling was purchased by Precision Assessment Technology Corporation (PATC) from Kleinfelder and combined with Precision Sampling, Inc. (PSI), a subsidiary of PATC. When an environmental or geotechnical firm needs to know what is below the surface (i.e., soil testing, foundation design, groundwater assessment, monitoring wells, etc.), they hire a drilling company like PSI/Spectrum Drilling to drill the holes. Kleinfelder representatives stated “none of our drilling is related to oil or gas exploration as this is an entirely different effort and not related to the services we offer as a firm.” Thus, there is no conflict of interest relative to Kleinfelder or its services to the Town.
