There are a lot of different options within the culinary skills area. “Culinary skills” seems to be at a more basic level; more of a background course. However there are courses in Professional Cookery which go up to level 3 (the new Cookery level 1 is called the 7100, and I know a lot of City &Guilds courses have the number 7 in their titles – I don’t know if that is what you mean? Because I can’t find any course that has 7 levels. Anyway, the Level 3 in professional Cookery seems to be about as high as it gets, and there are equivalent diplomas in Catering and Hospitality Management too. The new courses can be taken at least partly online.
