I’m assuming that you’re preserving dead tissue and preventing decay. So you would have to remove the water without damaging the cells in the process. Freeze drying can accomplish this pretty well. You can also replace the water with an anti-freeze, provided you can get it into all the cells. That way you can lower the temperature past past freezing without any crystallizing occurring in the cells. Formaldehyde allows you preserve tissue at room temperature, so this might be a way to go.
