Due to the costs, we consider that common access has advantages. However, this should be balanced with actual emissions levels and balanced projects. We think it would be inappropriate for high emission projects to monopolise access to the very limited storage facilities. We believe that it would be appropriate for projects producing low emissions to have some priority. This should be balanced with other socio-economic outcomes relative to the development of the Latrobe Valley. Nonetheless, there would need to be provision for a range of pricing and economic models. Pricing structures should recognise that CCS injection could also assist additional recovery from the operations of existing oil and gas fields.
