Are you in a city or a rural area? Many of the Bell lines are in poor condition, even in the cities. Do you mean your inside wiring was getting wet, or the line coming in from outside? If it’s outside, you shouldn’t have to pay. Bell is responsible for everything up to the point where it enters your residence. If you have a test jack at the network interface device, try plugging in a line-powered phone (see first link for more details) and see if you still have static. If you don’t have reliable phone service now, voice-over-IP is probably not an option unless you are using cable Internet service. For traditional phone service you could try Primus or TekSavvy. If cable is available in your area, Rogers or Cogeco may be an option.
