Is the word “niggardly” inappropriate?
I think not, so long as the word is–obviously–used in its grammatically correct sense. [I don’t know whether this will ‘help’ (with any possible unease, apprehension, etc.) with the usage of this word at all– or whether even really relevant, to be honest, however, just in case, **THIS is all coming from/ currently being WRITTEN BY a: ‘Black’/ ‘African-American’/ ‘Negroid descent’ (I kid you with that last phrase, despite its ‘accuracy’ in terms of scientific jargon) individual**]. Anyways, as an adjunct to that last little piece of information I wrote: if you are asking this question in a more ‘sociological’ aspect, or specifically as related to the ‘overall’ feelings and attitudes of a certain portion of the population towards the formal or colloquial usage of the word “niggardly,” I, myself, would tell you that this term should be acceptable and completely normal, just as if you were to use any of its more common synonyms listed in a thesaurus.
