Is the Winslow Way water system only being replaced in order to allow for increased fire flow for new development in the corridor?

No. In 1985, the Washington State Surveying and Rating Bureau determined that the water system only had half the fire flow capacity required to service the existing buildings on Winslow Way. The Bureau recommended replacing the water lines in Winslow Way with 12-inch mains in order to meet the capacity needs that existed at that time. The fire flow capacity recommended 22 years ago are the same required to meet the fire protection needs of current and future buildings on Winslow Way.
