Is the winner of the “combined points” tiebreaker the person closest to the actual combined score or the closest without going over?

In regards to Tiebreakers, our software collects a total points prediction for both teams in the championship game. We don’t declare a winner based on tiebreakers. In other words, the site does not show “winner” next to a specific member, it just shows the total points, his / her rank and the tiebreaker value. It is up to each Pool Director to decide how tiebreakers are implemented, or even if they are to be implemented. For example, the Pool Director would decide whether it is the closest to the tiebreaker value or closest without going over. We just collect the combined points value for you to use however you’d like.
