Is the Veterans Information Bulletin (VIB) a requirement?
No. The institution may submit its catalog without a VIB Bulletin as long as the policies conform to those in the sample VIB. If the catalog policies do not conform to those in the sample VIB, the institution may prepare an addendum to the catalog to include the policies that are absent from the catalog. Refund policy is required of all non-accredited schools. Title 38, U.S. Code requires non-accredited schools to apply minimally the following refund policy. It is the State Approving Agency’s suggestion that schools state this policy verbatim in the Veterans Information Bulletin when requesting original approval under the provisions of Title 38 U.S.
