Is the use of radio frequency spectrum specifically regulated and if so, by which authority?
In general, the use of radio frequency spectrum is regulated by the Code, which lays down the general applicable principles recognised in favour of operators. However, frequencies (as numbering codes) are a scarce resource under applicable regulation, and an efficiency principle is generally adopted in the allocation of frequencies.
