Is the US system of checks and balances is ineffective?

I think it’s a good system, designed to keep any one branch of the fed. govt. from becoming too powerful. That was a good idea when the Constitution was first framed, and it’s still a good idea. The problem is that it’s not enforced as it should be. When a president oversteps the constitutional limits of his authority, the Congress should act to limit his unconstitutional activities. But if Congress is controlled by the same party, the president gets away with it. What he does and gets away with then becomes precedent for future presidents. The problem is that most politicians today put party above country.
