Is “The Unknown Citizen” by Auden similar to the book 1984, and how?

Similar, in that it portrays a society where uniformity is the ideal, in a satirical manner. However, it does not show a flawed or immoral social model, as 1984 does, and there does not seem to be any rebellion in the poem, where as there is in the book.
