Is the Trust all installed add-ins and templates check box selected?
If the Trust all installed add-ins and templates check box is selected, Office will load smart tag DLLs silently, that is, without any security prompt. If the Trust all installed add-ins and templates check box is cleared, whether a user will be prompted or not depends on how a user’s Office application security settings are configured as described in Table 1 and Table 2 in the Office 2003 Security Options Matrix topic. Note By default, security is set at High with the Trust all installed add-ins and templates check box selected in Word, Excel, and PowerPoint.
