Is the trucking industry a natural monopoly?
According to Economyprofessor.com, a natural monopoly exists when a single producer can produce the most efficient output, per unit, if it controls the entire market. It also assumes that there is no substitute to what the producer is making, much like your water provider. In the trucking industry, there are plenty of people willing and able to enter the market, and there are viable substitutes, i.e. ship and rail transport.
