Is the transformation really about improving service or just cutting costs?
The goal is to improve services, enhance accountability and increase efficiencies. By consolidating and improving administrative activities and using information technology to enhance productivity, we can ensure that a greater portion of our budget is devoted to Texas families. Families and children are already benefiting from our efforts. In October 2003, state leaders were able to invest $5.3 million in savings achieved from the transformation into improving mental health and substance abuse services provided by the Children’s Health Insurance Program. Imagine what a difference the transformed HHS system will make to a low-income family that includes a working couple, two children and an elderly parent. Under today’s complex system, that family must complete four separate applications – at multiple state offices – to qualify for food assistance, CHIP, a community care program and help with Medicare premiums.
