Yes it is. We require that there is an assistant for the person in the wheelchair, as there are areas of Chinatown that have inclines; and if the stroller-guest gets tired or cranky, we just ask that, out of courtesy to others on the tour, to walk away and cuddle and calm the baby/toddler…
