If the proposal writing is for a continuing project (i.e., a non-competing renewal of an existing project), then the time spent is considered as part of the effort devoted to the project and can be directly charged. If the effort is spent for new grant proposals including competitive renewals of existing projects, the effort should be charged to a University account. OMB Circular A-21 defines the time spent on bid and proposal preparation by faculty members as indirect costs and therefore should not be charged to directly to sponsored projects.
