The aiming system requires that it detect a certain amount of IR radiation before it locks and can be fired. This is difficult to do when there are sunlight-reflecting objects in the background such as clouds, and would be almost impossible if you were aiming it at the ground. The weapon isn’t fired without a lock, and I’m fairly certain it wouldn’t even allow you to fire if it didn’t think it was shooting at an aircraft.
