Yes. The vendor is required to obtain a tax clearance from the State of Hawaii and the Internal Revenue Service prior to final payment on a University contract. The original/certified original tax clearance certificate certifies that the vendor has filed all tax returns and paid all amounts owed as of the date the certificate is issued. The tax clearance certificate is valid for 2 months. The two major exceptions are (1) “small purchases” or contracts under $25,000 and (2) emergency procurement of goods, services, or construction.
