ASN(RDA) direction has a focus for all programs whereas the AIR-1.0 memo dated 31 July 1998 only specifically addresses those programs currently in the acquisition process. Since the stated DoD requirement is to force changes that accrue large Operations and Support reductions for fielded systems it appears that all significant fielded systems should have a cost reduction plan. Note that all NAVAIR programs that are in-service are supposed to have CWR Programs in place. Since the CWR program is the basis for an in-service program’s TOC reduction plan it appears that all NAVAIR programs should have a plan in place.
