Is the rent inclusive of bills (Gas, Electric, Council Tax, TV licence etc)?

Rental prices are inclusive of utility bills in university administered accommodation. Rental prices in properties let directly with agencies are exclusive of utility bills and therefore students need to budget for gas, electric and water bills. Students are exempt from Council Tax although they are required to pay for a TV licence, as an addition to the utility bills. Students will need to obtain a letter from the University to confirm they are exempt from paying Council Tax. This can be obtained by contacting the Student Support Assistant ssos@essex.ac.
