Is the RDNA system being applied equally to LAs and HSE staff?

HSE has decided to make the process mandatory for its frontline regulators and is developing the system to apply to its Discipline Specialist staff later. It is being made available to LAs for optional take up from January 09. It will become the expected means of complying with the Section 18 Standard for ensuring a competence workforce. All LAs will be expected to meet this standard by 2011.
