Not at all. In America, a handicapped parking spot requires a special license to park there. That is the law and it is enforceable by law enforcement. Handicapped stalls, however, like lower door knobs, ramps and other handicapped accommodations, are legal requirements for public structures to make them accessible to ALL individuals (based on the Americans with Disabilities Act). There are no legal requirements to use these accommodations and they are available for use by all. If one chooses not to use the handicapped stall so that it may be available for another it is more a courtesy than protocol.
