Answer Martha, It depends on whether they had work done on the box. Since you did not have it inspected, the previous owner may have done the same thing. If the previous owner did work without the proper permit and inspection, they may be responsible. The problem is that I do not know where you live and do not give legal advice over the internet so I cannot tell you what would happen since you did not have the home inspected.
