In addition to the perennial lobelia (described above)-the annual lobelia does in fact have a propensity to self seed if left undisturbed at the end of the flowering season and will likely emerge in bloom the following summer from new seedlings. So by definition it is an annual because you are not getting repeat flowering from the same plant.
