No. The New York State Legislature created the Office of the Inspector General (OIG) in the Metropolitan Transportation Authority (MTA), in 1983 to provide independent oversight of the operations of the MTA and its constituent agencies. The MTA Police Department is itself part of MTA Headquarters and provides security and incident response for Metro-North Railroad and Long Island Rail Road.
