Is the NMB involved in carrier mergers?

In a merger, the NMB will make a determination if a “single transportation system” exists based upon an application from an incumbent organization representing a craft or class on the pre-existing or merged carrier. If the NMB determines a “single transportation system” exists, it may order a representation election. See Manual, Section 19 at www.nmb.gov/representation/representation-manual.pdf.
