Many of you are still submitting the completed New Operator Handouts for individuals you wish to enroll into Basic TIME System training. These completed handouts are no longer required for enrollment into Basic classes. You may still utilize them at the local level for your new operators but there is no need to submit them to CIB. With the elimination of the New Operator Handouts, the question Are fingerprint cards still required to be submitted? arises. The answer to this question is yes, for non-sworn personnel, who are not subject to a background check through the Training and Standards Bureau. The fingerprint cards should clearly indicate NCIC Security Policy as the reason the person has been fingerprinted. This should appear in the first charge field on the CIB (green) card and in the Reason Fingerprinted field on the FBI applicant (blue) card.
