Is the MVG evenly split between data transmitted by my Satellite System and data received?

No. the MVG is split in a 25 to 75 ration between Transmit and Receive. In other words a 1GB MVG means 250MB transmitted and 750MB received. Going over any of the two figures in any given month will cause service degradation.
