No, the moratorium on the financial limitation for outpatient rehabiliation services expired December 31, 2002. The financial limitation will be effective for dates of servic on or after July 1, 2003. Reference: Program Memorandum AB-03-018 and Provider Notice 03-109. For each subsequent calendar year, the financial limitations will be effective for the entire calendar year.
