Yes. The Citrix license server version number used by Provisioning Services 5.1 Service Pack 1 is 11.5. If upgrading from Provisioning Services 5.0 and lower, Citrix license server needs to be upgraded to version 11.5. The Citrix License Server installation is included with the download of Provisioning Services.
