Yes. The Citrix license server version number used by Provisioning Services 5.1 Service Pack 1 is 11.6. If upgrading from Provisioning Services 5.0 and lower, Citrix license server needs to be upgraded to version 11.6. The Citrix License Server installation is included with the download of Provisioning Services and an install option during the installation.
