Is the level of need correlated to the likelihood of receiving funding?
Eligibility for this pilot project established the presence of four programs responsive to need: Community Partnerships for Children, Title I, Head Start/Early Head Start, and Adult Basic Education. No additional weight will be given to the criteria ‘level of need.’ The commitment of community partners and local leadership, the provision of local resources, and the likelihood of success as judged by proposal reading teams will be key factors in the selection of the five communities.
