Is the legislation only effective when floodway expansion is complete?
The act is already in effect. It was proclaimed in June, 2005. It now requires the regulations to outline how the compensation process will work. Regulations are necessary to make the act effective and to avoid problems if artificial spring flooding occurs before there is a process in place for delivering the required compensation.
