Although the left lanes of multi-lane freeways are widely viewed as the “high speed lanes” or “the fast lanes,” the speed limit applies to all lanes on any given street or highway. The intent is that vehicles going slower than the posted speed limit should stay to the right.

Again… my argument here is not that someone should not have to speed up and get over if they are going less than the normal speed or flow of traffic (the law is clear here)… I am talking about people who are in the passing lane and actually going faster than the normal flow of traffic in the right lane (which happens alot)… then someone going much faster than the speed limit approaches behind them going above the normal speed of traffic… according to the law it would not seem that they are under any legal obligations to move in that scenario.
