Yes, the military is in the process of evaluating waterborne CARC MIL-DTL-64159 and I am under contract with the Army to assist several army installations with the implementation. I do not know the status with regard to the military OEM industry, but have little doubt that contractors would be allowed to use this coating after first getting approval from the customer and/or the PM of the applicable weapons system.
