Typically the incumbent is promoted when the position is reclassified to a higher level. However, when the needs of the unit change significantly so the previous position is no longer needed, but the current occupant lacks the required skills for the new position, approval for reorganization can be pursued by the unit. Such reorganizations can result in an employee being placed in another position for which he or she is qualified, or put on Reduction in Force (RIF) status.
