The High Frequency Active Auroral Research Program (HAARP) near Galcona, Alaska a thirty acre array of 180 antennas claims to be developing methods of using the upper layers of the ionosphere to facilitate nuclear submarines with some experiments looking into changing the ion density and reaction rates of pollutants in the upper atmosphere. Chemtrail sightings are claimed to have first appeared in 1997 over central Virginia.
