Is the Grays Harbor PUD purchasing the Cosmopolis Pulp Mill?
Your Grays Harbor PUD submitted a joint offer with Evergreen Pulp, Inc. of Samona, California for the purchase of the Cosmopolis Pulp Mill and the renewable energy generation assets at the mill. The mill, owned by Weyerhaeuser, was closed more than a year ago. Under this offer, Evergreen would own and operate the mill and the PUD would own the renewable generation assets at the mill. These assets will go a long way in helping the PUD meet renewable energy requirements. In this case, the generation assets happen to be associated with the pulp mill. The District has no authority to participate in businesses that are not included in RCW authorizing language, which means the District does not have the authority to own and operate a pulp mill, but may invest in generation assets located at and operated in conjunction with a mill.
