Is the Federal and State Goal of 100% of Students Being Proficient by 2014 Realistic?

No, it is not realistic that every student will perform at Levels 3 and 4 or to be able to achieve a 65 on five Regents exams. Many, many states around the country have already realized that criteria they established were unrealistic and have modified them. As of now, New York State has not modified its goal.
