It is controled by an onboard computer called the PCM. It is a silicon fluid clutch that has a valve that reguates fluid flow. This valve is controled by the PCM and hence you will find an eletrical plug on the fan shroud that takes the signal from the PCM to the fan clutch unit. The fan clutch is attached to the end of the water pump shaft and is driven by the serpentine belt. The actual fan is attached to the end of the assembly.
