Voluntary self equipage is the key to modernization. Generally, this takes place when new capabilities are available and affordable. The FAA has a proposed rule to mandate “ADS-B Out” (i.e., ADS-B transmission from the aircraft) in order to make ADS-B the primary means of surveillance. However, this proposed rule only affects airspace where transponders are required today, so it will not affect much of the airspace in Alaska. The FAA believes the significant safety enhancements available with ADS-B will encourage equipage, and is working with the state and industry to find innovative ways to help owners equip. One such effort recently resulted in a low-interest loan fund now being offered by the state.
