Is the European Commission supporting the development of a suited regulatory environment for PLC?
Europe needs “an inexpensive, world-class communications infrastructure” and, in this framework, the European Commission assesses that PLC “is an interesting solution”. Remarkable progress has therefore logically been made in regulatory aspects, both at European and national levels: the Framework directive 2002/21/CE recognises PLC as a way to build telecommunication networks, PLC equipment comply with European directives (EMC 89/336) – CE marking, Mandate (M/313) has been given to ETSI and CENELEC to produce a single harmonised emission standard for all kind of wire-line telecommunication networks including power line, coaxial cables and telephone wires (e.g. using xDSL technology), provisional licences can be conceded by national authorities for PLC trials while commercial launch of PLC services does not require special authorisation, an EC recommendation is expected to be published soon.
