Is the ECW title now just a “reward” for wrestlers they feel sorry for?

I actually think it’s because without ECW the rosters would be overflowing. The ECW Title in my mind is around about equal to The US or Intercontinetal Titles. So without the ECW Title they would have to many guys going for the those two titles.
