Is the Drive to Excellence simply a plan to centralize functions?

0

No. The Drive to Excellence creates a new model of government that balances resources and activities across the whole state, or enterprise. This is called the Enterprise Model of government, in which specific “front line” services to the citizen will remain the primary mission of individual agencies while “back office” functions will be shared across agencies. Currently, agencies independently perform common business functions that could be shared or combined to achieve greater economies of scale and skill. When “back office” services are shared across agencies, they can be performed by experts using common streamlined processes, rather than replicated by each agency as they are in the independent agency model of government.
