It is about both. The Drive to Excellence strives to achieve faster, better and more cost-effective service delivery while using scarce resources more effectively. For example, in 2005 the newly created Office of Enterprise Technology and the Department of Administration’s Materials Management Division negotiated discounts on computer equipment that are up to 44 percent lower than the prior best cooperative pricing. Around the same time, the state unveiled License Minnesota, which provides a uniform online starting point for citizen information on more than 600 licenses administered by more than 40 state agencies.
