Is the Department of Education planning to contract with an external evaluator, and how does that relate to the local project evaluation?
By statute, the Secretary is required to conduct an independent evaluation of the effectiveness of Early Reading First. The purpose of that evaluation is to determine the overall effectiveness of Early Reading First projects, not to evaluate individual projects. This national evaluation is different from the evaluation referred to in the full application selection criteria, which local projects will conduct in order to evaluate the effectiveness of their own project.
